DIP-90 Reduce DAO Governance Impedance
Summary This is a step to remove structural impedance from Bibliotheca DAO governance by lowering the quorum to 1250. Impedance is resistance baked into the system itself — not disengagement, not bad faith, but design flaws that build impedance.
Background Bibliotheca DAO governance runs on 8000 Realms NFTs — one Realm, one vote. The effective ceiling of total votes cast across recent major proposals is approximately 2400-2500. The current quorum sits at 1500 with a heavy concentration of delegation up top.
This creates three compounding problems. First, ~60% of realistic total participation must be achieved for any proposal to pass. Three of the five most recent significant governance actions were a single delegate's availability away from failure. The vote on continuing with a Legal Wrapper for the DAO was 3 votes from failure due to quorum.
Second, the current setup creates a scenario where the burden is on the proposer to ensure large delegates are not afk, on holiday, travelling etc. They are then required to expend significant energy reminding delegates to vote.
Third, and critically: the current structure creates a rational incentive for powerful delegates to use absence as a veto mechanism. A no vote requires showing up and being accountable. Absence requires nothing — and achieves the same outcome. This is not a people problem. It is a governance design flaw.
We are just on the wrong side of an imbalance. The change to 1250 is not huge and the risk of doing so minimal. Across these last 5 important acts of governance there were only 84 total against votes. These are not contentious votes. This shows we are currently above risk mitigation territory and into the area of impedance.
Proposed Change Lower the quorum threshold from 1500 to 1250. At 1250, quorum represents ~50% of realistic total participation. Meaningful. Legitimate.
